I have read the Public Call for submitting project proposals regarding the Cross-border Cooperation Programme BiH-MNE. Cities in BiH and Montenegro were mentioned in the Guidelines for Applicants. Since Srebrenica and Bratunac were not mentioned in the list of BiH cities and in the list of Montenegrin cities Igalo was not included, does that mean that a project connecting these cities – Srebrenica, Bratunac and Igalo will not be accepted?
Odgovor :
Please refer to Section 2.1.3 Eligible actions: actions for which an application may be made of the Guidelines for Applicants. In this section, sub-section “Location”, you have a list of municipalities from Bosnia and Herzegovina and from Montenegro. Applications under this call must have as beneficiaries only the populations of any of the eligible municipalities. Please be aware that Igalo has no status as municipality in the territory of Montenegro.

If the seat of an organization is located in Bratunac, could such organization submit project for IPA Funds and have this project realized in other cities, mentioned in the list?
Odgovor :
For eligibility of applicants, please refer to Section 2.1.1 Eligibility of applicants: who may apply? of the Guidelines for Applicants. For eligibility of actions, please refer to Section 2.1.3 Eligible actions: actions for which an application may be made of the Guidelines for Applicants. In addition, please note that Section 2.2.4 of the Guidelines for Applicants stipulates that “In the interest of equal treatment of applicants, the Contracting Authority cannot give a prior opinion on the eligibility of an applicant, a partner, an action or specific activities”. Please note that according to the provisions of section 2.1.1 the seat of a potential applicant is understood as a country and not a municipality or a town, whereas in line with the provisions of section 2.1.3 the action has to have as beneficiaries the populations of the eligible areas under this call.
